The newly revised California Health & Safety Code section 44011 exempts all cars up to 6 model years old from biannual smog tests. My 2004 EVO doesn't need a smog test until 2010.

I have heard of this and have mentioned it before...I think 2003 is exempt also for 6 years.

Here is the relevant language of newly revised California Health & Safety Code section 44011:

"(a) All motor vehicles powered by internal combustion engines that are registered within an area designated for program coverage shall be required biennially to obtain a certificate of compliance or noncompliance, except for all of the following:
. . .

(B) Beginning January 1, 2005, any motor vehicle six or less model-years old, unless the state board finds that providing an exception for these vehicles will prohibit the state from meeting the requirements of Section 176(c) of the Clean Air Act (42 U.S.C. Sec. 7401 et seq.) or the state's commitments with respect to the state implementation plan required by the Clean Air Act."

The way I read that, any car that is 6 or less model years old is exempt. If you had a 2000 model car, it is less than 6 model years old in 2005 and doesn't need a smog test.

I have no clue what u just said.. :roll: can u plz explain? or just tell me the if 2003 Evo don't need to smog check until 6yrs later

it means that anything 6 or less years old from january 1st 2005
(aka 2005, 2004, 2003, 2002, 2001, 2000)
have to pay $12 a year for smog abatement and wont need smogging for 6 years from point of registration (unless sold)
2005 = 2011
2004 = 2010
2003 = 2009
2002 = 2008
2001 = 2007
2000 = 2006

ok, so if you pay an extra $12.00 with your registration, the car does not need to be smogged? example: 2003 evo purchased in 2004. i pay a one time only fee of $12.00 and my car is exempt from being smogged until 2009?

no, you pay the $12 annually along with your registration.

its win win. even though they are making you pay $12 a year for it. government gets more money, you dont have to worry about smog.
its not like its an option

and you obviously dont pay it the year that you have to get smogged.

I guess the governator did get it passed completely. Good for him. To my understanding, registration fees will go up per year in CA and cars that are less than 6 years old from 2005 will be exempt from a smog test. This extra $$ supposedly will go toward smoggin cars that need more attention like older cars. That was my understanding.

why yall sayin woo hoo test pipes. The ticket for no catalytic converter is like 1500 dollars first offense and like 2000 second offense at least in the bay area thats what it was. And of course state referree. And seeing as smog is not an issue there but is here im sure the fine is the same if not higher.

So ima go for a hi flow cat.

the problem with this thread. it promotes aggressive mods for evo owners who should be taking this rules as a priviledge rather then a right. too bad i can already see people running evos without cat's and so on and eventually........................................ ....

everyone will have there's paid off by the
time there first smog comes. So if it
