Trial By Declaration...?

okay so I've gotten a ticket (again)...speeding ticket nonetheless...anyhow, I want to fight it since I think i have a reasonable story why I was speeding. Either I'm going to fight it in court or try the Trial by Declaration. So my question is, does the trial by declaration actually work on getting people off their violations? and how does it actually work? I've heard stories that in some cases, it benefits the defendant vs. fighting in court? true? nay or yay?

It would be nice if someone wrote a set of step by step instructions for this.
It would also be nice if it were a sticky out of it in the Law Enforcement and Vehicle/Smog Laws section.

Oh well....
