Passenger headlight won't move along with the dial.

Hi,
I'm pretty sure this is not covered yet and is not a repost but if it is, I'm sorry.
I just recently blacked out my headlights and i noticed when I moved the headlight dial, my passenger headlight wouldn't adjust, it would remain stationary, while the driver headlight moved up and down perfectly.
Has anyone had a similar problem, and how can I go along and fix this?

What did you black out exactly? The outside lens or the inside housing?

Just the housing, there was no paint on the lens.
