Evo X, replace the UICP with hard pipes. LICP is up to you, no significant gains.
Question - I have a smog check to do for the first time do you need to have a CARB sticker for (just) Upper pipe ? I have a CARB Tag for everything that has been modded just not for the Upper pipe- INJEN told me they don't give out the CARB Tag unless is for the complete Upper pipe Kit and bottom .. Does this affect me in any way when doing my Smog check?

One of a few answers I found below,
"Intercooler pipes or the intercooler it self don't affect emissions so they really don't care about them. Therefor Assuming everything else is ok You should pass smog no problem. As long as your intake is carb exempt your set"
The answer was mainly in the smog check reference guide which i linked to on that page. It is going to be one of the most reliable pieces of information because it's the official rulebook. Aftermarket intercoolers on factory turbo vehicles do not require an EO number. However, intakes ("air cleaners/air cleaner assemblies") do on vehicles model year '96 and later. Intercooler piping is not specifically mentioned. So it will depend on how the technician looks at the situation. Your best argument is that it should be considered a "replacement part" as opposed to a "modified part".
