Well as I am sure some here will say do your research as this topic has been covered plenty. However, there are always more than 1 way to skin a cat. Your power goals will be fairly easy to attain on that budget especially on e85. The basics would be injectors, 255, mbc/boost solenoid, tbe, tp/rallycat, cams, tune, and if you already do not have one I would add in a boost gauge and a wbo2. You could get to 350 without cams. Like I said people will chime in on what they would do. But I think that is a pretty good baseline to start with. Oh and if you run e85 I would also throw in a catch can.

got all those parts for about 2500 some new and some used
dual map tune at looney tuning was about 600
Making 319whp 113lbft on 91 403whp 370lbft on ethanol on a conservative tune

With a GSR its fair easy and relatively cheap to get to 400whp.
You'll need some sort of Hi-flow Cat/Testpipe, Boost Controller, and UICP. From there you'll need an upgraded fuel pump, and 1000cc injectors to run E85. I would definitely recommend getting a Wide band O2 Sensor/Gauge or even a Wide band/Boost Gauge. From there, choose your shop and tuner. You'll be okay with the Stock Downpipe and muffler. However, most do opt for a better flowing muffler.
Test Pipe = $80 - $300
Boost Controller = $100
UICP = $100 - $300
Fuel Pump + Install Kit = $250
1000CC Injectors = $500 or so
Wideband = $200
Downpipe = Optional
CB Exhaust = $450 - $1200
Tune = $400 - $700

Thats not bad at all in terms of cost. Would you recommend upgrading the clutch to stage 2-3?

I made close to 350whp on the following simple cost effective upgrades:
-cbe (~700)
-hfc (~200)
-short dp (~150)
-uicp (~150)
-drop in filter (~50)
-3-port (~100)
= ~1,350 subtotal
+install (~150)
+tune (~500)
= ~2,000 total for about 350whp
For 400whp gonna need e85 (my next step):
-fuel pump (~100)
-1000cc+ fuel injectors (~450)
-e85 lines/hoses (~50)
= ~600 subtotal
+install (~100)
+e85 tune (~200)
= ~900 total
Grand total = ~2,900 for 400whp on e85
2,900 for 400whp is not bad at all. Its actually pretty good. Lol where did you find your parts for that cheap and who did your tune?
That all looks like retail pricing btw... u could buy really good condition used parts and save prob about 1k

I'll recommend firs pick a reputable and honest tuner. Later follow his advice for the mods that match with the tune. If you want to do it everything at 1 event, it's better to get everything at the same shop/garage.
When you tune your car, maybe the tuner could say "I'll recommend use X or Y part for the best results" or "I recommend spend more money on X or Y area". Just I'm just saying :)
