I don't see what the big deal is with Costco gas? I've used it a couple times and have not noticed any problems, "loss" of power, or some insanely high amount of knock. While most 91 octane is probably not the same, it still is a 91 octane, is it not? All this Chevron techron crap seems to be more of just a marketing ploy to me. And if you're worried about additives, pretty sure they use those too. Personally, I think how often the gas gets replaced seems to be pretty important, and Costco always tends to be busy.
Then again, I am in no way an expert in this and could be wrong. But... sometimes if I'm not near a Shell, I tend to fill up at Costco.

actually.. costco switched to top tier gas, comparable to shell/76/chevron.. (depending on area) but most of them buy from major brands.

But seriously, there are too many variables involved to say why the power gains weren't up to your expectations. And, hot vs. cold weather, humidity, barometer pressure all make a noticeable difference.

List of "Top Tier" gasoline providers. If it's not on the list, don't put it in your tank. Costco is on the list. More than likely Costco buys whatever surplus supply another Top Tier provider has, and then uses that at their stations. In other words, Costco gas will probably be a blend of other Top Tier providers, so nothing wrong with that.
Just noticed that ARCO is on the Top Tier list as well. Damn, the sky is falling...
