We need to rig up a bait car. Looks like Jeff's but all stock under the hood. Stock exhaust but with big tips.
The hood latch cable goes to a hood latch that is latched in the closed position. But not bolted to anything. Just in there. The real latch goes to a cable that you reach from somewhere else.
COP "Pop your hood honda boy"
EVO GUY "Yeah, yes sir officer sir. It sticks sometimes. Can you pull up on it sir?"
COP "Just pop it!"
EVO GUY "OK, sorry sir, yes sir" and you reach down and pull the handle. Everyone hears a satisfying "pop" spring-doing sound. The hood does nothing.
EVO GUY "Can you bump on it maybe?" While you frantically keep pulling on the lever. "Maybe you can get it open?" "Gee, it has been doing this since I got backed into"
COP "Adam Mary 69 - I need back up" Shoots you in the neck and throws a gun with no serial numbers on your lap.
Yeah, nevermind. Just go back to stock. Rinse. Repeat as necessary.

every fucking cop in socal is now asking people to pop their hoods if they see anything that is "illegal"! i got pulled over for a bullshit speeding ticket couple months ago. he sees my wideband gauge and asks if its a boost gauge. I said no sir its a wideband to monitor my AFR's to see how my car is doing. He then asks if it changes my afr in any way and asks to pop my hood for no damn reason. I didnt get anything for mods or anything but its just stupid and annoying how cops do that alot nowadays
I put my car back to stock except for the downpipe earlier this year and currently in the process of putting all the aftermarket parts back. I have pretty much all the stock parts you listed except for the injectors, you can borrow them if you end up needing them.

A co-worker of mine got pulled over in Irvine in his MR X. Window tint and "modified exhaust." For those curious, a single tip RRE stealth exhaust reads at 91.7 decibels, below the 95db legal limit. But the aftermarket cat, so he can hug the trees and not pollute the air? Insta-fail for him, never mind the actual emissions level.
I have a lot of friends in the force and frankly it's a shit job most of the Time, but the meter maid BS in Irvine is just awful. Stay out of Irvine with your modified imports. I've seen far too many people pulled over getting charged the Irvine Tuner Tax(tm). Want to stay under the Irvine radar, just get a German performance car.
BTW I've been tailed several Times by John Q Law since I work in Irvine. The only outward signs that the car is not stock are the mud flaps and the RRE dual tip stealth exhaust, which can slip under the radar with its plain looks. I think the one big saving grace for me is that I do not tint my windows. Personally I think it's the biggest red flag at a distance and to me it immediately smells of "modified." Seriously though, one glance at my plate frame and for a lot of Irvine PD it's probable cause for more revenue because the frame says "Road Race" on it.
Oh yea, and always pop your hood if they tell you, and you know that they will. Remember, the entire game is rigged in their favor when it comes to modified cars, and even 100% bone stock Evos can be unjustly penalized because of the way it looks. Red calipers and big obnoxious wing? Must be modded. I've lurked on law enforcement forums and their overall level of prejudice against imports is appalling when they don't think "civilians" are snooping. Even if you did nothing wrong, the traffic citation system is entirely in their favor. Disgusting, but trying to change popular opinion is all but impossible.
"Want a fast car? Buy a V6 Camry not a POS ricer." Seriously it's pretty gross how bad it can get. But it is the reality of owning a car like the Evo. You didn't have to buy yours, I didn't have to buy mine. But the vast majority of the world is prejudiced against it and the system isn't here to help you, so if you fix yours up, be prepared to pay the piper. Remember, at the very least it's free money for the jurisdiction and the state, so why would they be motivated to change unfair laws, a lot of them with little to no meaningful merit?
And be prepared to pay even if it isn't fixed up...

Might as well update this with some info since it's been coming up more frequently from friends and on FaceBook:
What I've personally figured out:
1) If you get pulled over for any reason, even if it's completely unrelated to emissions (ie. no license plate, or tint), the cop has the legal authority to make you pop your hood. I'll try to find it later, but it's in the CVC, police officers have the right to verify your vehicle is road worthy, which includes emissions. As long as they have a reason to detain you (ie. the license plate/tint/unrelated reason you were pulled over for), they can make you pop your hood. If you refuse, they can tow your vehicle to impound because they couldn't verify it is road worthy (friend's car was impounded when he refused to pop the hood, officer also threatened to arrest him for resisting, but he was never arrested).
2) If the officer has a reason to pull you over, and asks to pop your hood, if he asks you if you have any illegal modifications, please answer "No" even if you do. If you say yes, you can get slapped with a bigger fine/citation for knowingly illegally modifying your vehicle / tampering with emissions equipment.
3) When you get that state ref ticket, you have 3 options:
A. return your car back to stock, take it to a state referee, get it signed off, and pay a $25 administrative fee to the court to dismiss the ticket.
B. pay the fine (from personal experience, it's been ~$400-$500 each time I've gotten one, but some have said up to $600). If you pay the fine without getting it signed off, the
vehicle is okay to drive without fear of getting impounded, but if a police officer pulls you over again and issues another emissions/state ref citation, the fine will be doubled and/or
you will be required to get it signed off.
C. fight the ticket in court, which you will probably lose unless there was no reason for you to be state ref'd in the first place.
D. there is a thing where people say you can sell the vehicle to somebody, and then have them sell it back to you after the ticket/fine is dismissed. But after talking about this with
judge, it is up to the judge's discretion whether or not you are still charged with the fine for the ticket. Furthermore, if you are cited once again after you pull this, the second time
you will probably be fined extra, and the car will be required to be signed off by a state ref otherwise a hold may be placed on registration. Furthermore, when you sell a vehicle,
the sales taxes and title fees will usually be more than the cost of the ticket itself, so option B would probably be better than this.
4. How to avoid getting a state ref ticket:
A. Stealthy mods, or be completely legal or legal enough to fly under the radar.
B. Have a front license plate, and no illegal tint. This gives the officers no reason to pull you over, and thus they have no probable reason to detain you for the emissions check.

For the most part what you said is correct. Caution about blatantly lying if you are super modded, but with stealth mods try at your own risk. As for selling the car to get out of the ticket, should you get cited again for anything, the cop could pull up your last case (it is public record and on file) and nail you for perjury. If you perjured yourself, be ready for the judge's gavel.
