Ive been in two similar occasions
the first one was some one putting a huge trash bag full of who knows what on the right lane before a left turn coming down from lyttle creek (forcing us to take the inside against opposing traffic on a blind corner)
The second was 3 work zone cones right after a downhill chicane on lyttle creek also, i ended up stopping for that one and taking a cone home lol

I would bet money it wasn't cyclists because one could die if they hit one on a decent. Also, no one going up would want to flat either, so making a situation where cyclists would also flat makes no sense.
